change the default log file location to "@LOCALSTATEDIR@/log/tinyproxy/tinyproxy.log"

i.e. add a tinyproxy subdirectory.
This is meant to ease running tinyproxy as non-root user
the subdirectory can be used to give the tinyproxy user
write permission.
